Why chemical safety deserves board attention
Pool chemicals are the least glamorous and most dangerous part of running a community pool. Chlorine and acid keep the water clear and safe to swim in, but mixed wrong, stored wrong, or dosed wrong they cause chemical burns and toxic gas releases. The hazards are printed in plain language on each product's Safety Data Sheet, which is the document that governs how it must be stored, handled, and cleaned up after a spill.
Boards don't need to become chemists. But because the association owns the amenity and the storage room, boards should understand enough to verify their vendor handles chemicals responsibly.
The chemistry, briefly
Three numbers do most of the work:
- Free chlorine — the sanitizer that kills bacteria and algae. Your state or county health code sets the minimum and maximum for a public pool; too low and the water isn't safe, too high and it irritates skin and eyes.
- pH — how acidic or basic the water is. The CDC's Model Aquatic Health Code, which most state codes follow, puts the band at roughly 7.2 to 7.8. Outside it, chlorine works poorly and swimmers get itchy eyes.
- Total alkalinity — a buffer that keeps pH stable. When alkalinity drifts, pH bounces around and everything gets harder to control.
Cyanuric acid (stabilizer), calcium hardness, and temperature matter too, but chlorine, pH, and alkalinity are the daily story. A good vendor tests these several times a week and logs every reading.
The two rules that prevent disasters
If a board remembers nothing else, remember these:
- Never mix chlorine and acid. Combining them — even the residue in a shared bucket or scoop — releases chlorine gas, which is toxic and can be deadly in an enclosed space. Chlorine products and acid products must be stored apart and handled with separate, labeled equipment.
- Always add chemical to water, never water to chemical. Pouring water onto concentrated chemical can cause a violent reaction and splash-back. The pro adds product slowly into a large volume of water.
Both rules are on the Safety Data Sheet of every product in the room, and both are what a trained technician does without thinking about it. If you see either one broken on your site, stop the work and raise it that day.
Separate, labeled equipment for each product is what makes the first rule survivable day to day. A shared scoop or a shared bucket is how chlorine and acid meet.
Safe storage: what a good chemical room looks like
Walk your storage area with these questions in mind:
- Are chlorine and acid physically separated? Different shelves at minimum, ideally different sides or rooms, with secondary containment so a leak can't let them mix.
- Is it ventilated? Chemical storage needs airflow. A hot, sealed closet concentrates fumes and degrades product.
- Is it locked and posted? Residents and children must not have access. Hazard signage should be on the door.
- Are containers original and labeled? No unmarked jugs, no decanting into soda bottles, lids sealed.
- Is it dry and off the floor? Moisture on solid chlorine can start a reaction; flooding that reaches product is a serious hazard.
- Is there a Safety Data Sheet (SDS) binder on site? First responders need to know exactly what's stored if something goes wrong.
If your storage room fails several of these, that's a finding to raise with your vendor and, if needed, your insurer.
Automated feeders and where they go wrong
Many communities use automatic chemical feeders and controllers that dose chlorine and acid based on live sensor readings. Done right, this is safer and steadier than hand-dosing. But feeders fail in specific ways:
- A stuck feeder overdoses, spiking chlorine to skin-burning levels.
- A sensor drifts out of calibration, so the system "thinks" the water is fine when it isn't.
- A pump keeps feeding while the circulation pump is off, letting concentrated chemical pool in one spot — a classic cause of localized acid or chlorine slugs that hurt the first swimmer in.
The safeguard is regular sensor calibration, an interlock so feeders can't run without circulation, and a human checking the automated readings against a manual test. Ask your vendor how often they calibrate and whether the interlock is in place.
Handling and personal protection
When your vendor's technician handles chemicals, they should wear appropriate protection — eye protection, gloves, and in some cases a respirator — and never handle product around swimmers. Dosing that shocks the pool (a heavy chlorine treatment) should happen when the pool is closed, with a clear waiting period and a retest before anyone re-enters. If you ever see a technician pouring chemicals into a pool full of residents, that's a red flag worth a direct conversation.
What the board should keep on file
Good documentation is your evidence that the amenity is run responsibly:
- Test logs showing regular readings of chlorine, pH, and alkalinity.
- SDS sheets for every product on site.
- Proof of a certified pool operator where your state requires one.
- An incident procedure posted for staff: what to do if chemicals mix, spill, or a swimmer is exposed.
- Emergency contacts and the pool's shut-off locations.
These also matter after the fact. If there's ever an exposure incident, the association that kept clean logs and current SDS sheets is in a far stronger position than one that can't show how the pool was run.
Questions to ask your pool vendor
- How often do you test, and can we see the logs?
- How are chlorine and acid stored and separated on our site?
- Do you calibrate the controller, and is the feeder interlocked with the circulation pump?
- Who on your team is certified, and what's your procedure if there's a chemical incident?
- Do you carry insurance that covers a chemical exposure claim?
A vendor who answers these easily is one you can trust with the most hazardous part of the job. A vendor who gets defensive is telling you something.
Making it easy to verify
The hard part for a board is confirming, month after month, that the answers above stay true — that the CPO credential is still current, the storage room still passes a walk-through, and the coverage has not quietly lapsed.
